Elohim is broader.It can apply to men, to angel, to judges, to Yahweh. Just like the term master or owner or whatever could apply to many different people, the same is true of this word elohim. Now this next law in verse 18 is going to take some explaining because there is a lot of new understanding of what the primary subject addresses: that which is usually translated as a “cult prostitute”.
